Gentlemen:-
As per instructions of his Honor the Mayor, at request of petitioners I made a second examination of petition filed by Wm R. Booth on August 30th, 1907, asking for re-call of Commisssioner Mulkey and report as follows:
I selected W. B. Martel , W. E. Bideker and John Arnold to assist me in making the second examination which was done in presence of Mr. Flemming and Mr. Goyne an expert reader in employ of the United States government representing petitioners.
The petitions twenty-eight in number were gone over carefully and listed and listed by wards according to street and number following each signature; we then compared these ward lists with poll tax receipts and exemption certificates of the Assesor and Collector's office, and we found 556 names on the petition to be qualified voters, 579 names do not appear to be qualified voters and 66 names consisting of names giving no address, others giving addresses outside of the city limits, duplicate and triplicate signatures and others illegible.
It appears that the petition falls short some 488 names of number required under the charter necessary to authorize the calling of an election.
At 5:30 o'clock Saturday September 7th,1907, there was filed in my office by Wm R. Booth a petition making application for the withdrawal of the original petition from files of this office or that same be destroyed.
I therefore ask instructions from your honorable body in the premises.
