Petition to New Jersey Governor William Franklin (1729-1813) requesting the establishment of medical professional standards to reduce the number of fraudulent and untrained doctors. The undated document was likely composed in the late 1760s or early 1770s and is signed by five men from Monmouth County, New Jersey: Justice of the Peace Joseph Throckmorton, Colonel Samuel Breese (1737-1800), Reverend Samuel Cooke (1723-1795), Michael Kearney (1733-1814), and Justice of the Courts John Wardell.

To his Excellency William Franklin Esqr Captain General Governor and Commander in chief in and over his Majesty's Province of New Jersey, and Territories, thereon depending in America, Chancellor, and Vice Admiral of the same.

To the Honble, his Majesty's Council for said Province, & To the Honble the Representatives for the Province aforesaid in general Assembly convened.

The Petition of the Subscribers Freeholders, & Inhabitants of Most humbly sheweth That many persons ignorant and unskillful in Physick and Surgery, in order to gain a Subsistance, do take upon themselves to adminster the former, & practise the latter, thereby endangering the Lives and Limbs of their Patients, and greatly impoverishing their Estates, to the great injury of the Survivors, who frequently are composed of a distressed Parent, and a miserable Offspring.

To Remedy this Inconvenience, and for the more effectually preventing such abuses for the future, Your Petitioners humbly pray.

That, the Profession of a Physician or

or Surgeon may be reduced to such a Standard or Certainty with Regard to his knowledge, capacity, & ability in the several branches, as can intitle him or them to practise the same occasionally.

Upon the whole that such mode of Examination may be prescribed, such Forfeitures and Penalities Annexed, & such Testimonials required, and the practice in general so regulated, as in your wisdom you shall think proper to direct.
