[letterhead (Form 151.) UNITED STATES INTERNAL REVENUE. TOBACCO PEDDLER'S CERTIFICATE.]

I Hereby Certify, That Jacob J Welch residing at High Point, in the fifth District of the State of North Carolina, has given bond, and paid the Special Tax of Twenty five Dollars, as Peddler of the Second Class, according to the provisions of the 59th section of the Act of July 20, 1868, as amended by the Act of June 6, 1872, and, therefore, that he is authorized and entitled to sell and deliver Tobacco, Snuff, and Cigars, in original packages, travelling from place to place, in the town or through the country, from date until May 1, 1874
