We, the undersigned, having learnt that Thomas
Starke, a free man of color, intends to apply to the
Court of Hustings of the City of Richmond, for permission
to remain in the Commonwealth & reside in said city,
where he is now registered, state that we have long
known the said Thomas Starke either personally, or by
character; and that we believe him to be of such
character, principles and habits as that it will be
not of the least detriment to the public interest for
him to remain here. He is respectful to everybody,
honest, truthful, sober, industrious, and capable of taking
care of himself. His wife is a slave and he
is anxious to prevent leaving her as well as the state of his birth.
