We the subscribers have known Scott Cary (a man of Colour) for several years and have always viewed him to be a peacable orderly & Industrious person - and are willing he should remain within this Commonwealth as a free man Agreeable to an Act of Assembly in that case made & provided

I shall petition the Court of Hustings for the City of Richmond at Decem'r Court, for leave to remain in the state of Virginia - under an act of assembly in that case made and provided Scott Cary a free man of Color Oct'r 15th 1816

City of Richmond to wit

This day William Young personally appeared before me a magistrate for the said City and made oath - that he saw a true Copy of the above Notice stuck up at the Court House - at Oct'r Court and that he also saw it there at the Novem'r Court for the said City

Given under my hand this 9th day of Decem'r 1816.
