First line reads "of December, & that [four?] weeks".
While the bracketed word doesn't look like four to me, in the context "four" makes sense in essence saying, the Treasurer needs more than a few days to generate the year-end report in the 1st week of January.
The line "on the first Monday in February", the word "in" looks like the scribe overwrote the word "of".
I added transcription of the last paragraph on the page so I didn't uncheck "needs review".
