John T. Bradlee Esq Prest.
Dear Sir:
I have examined the maps, profiles & papers connected with the drain from Mt. Auburn St via Sycamore Ave. to Halcyon Lake, and would respectfully report that I do not think it for the advantage of the corporation to build the drain I. because the water obtained for Halcyon Lake in this way comes from [Bratile?] & adjacent streets & would be considerably discolored & muddy.
II because the water is only needed in dry times, & as this drain would only collect surface water, it would be of little advantage
III because during the last summer in the dryest weather, there was water enough to run the fountains some part of every pleasant day.
Respectfully J.W. Lovering
