AN ACT TO PROVIDE GRADUATE AND PROFESSIONAL COURSES FOR THE NEGROES OF NORTH CAROLINA Provisions covering students in the Liberal Arts field as stated in this section shall apply. In no event shall there be any duplication of courses in the two institution. Said Boards of Trustees are authorized, upon satisfactory completion of prescribed courses, to give appropriate degrees.

SEC. 4. It is further stipulated that the Superintendent of Public Instruction for North Carolina shall be a member ex officio of the Boards of Trustees of the North Carolina College for Negroes and Agricultural and Technical College at Greensboro, and shall advise with the Boards of Trustees of said Colleges upon the courses to be offered, and the certification of students to other colleges. In case of needless duplication of graduate or professional courses in either college, the Superintendent of Public Instruction shall be charged with the duty of reporting the same to the Board of Trustees of either institution, and the same shall be remedied. In case of failure to remedy the same, he shall report such failure to the Budget Bureau which will have the power and authority in its judgment to withhold any part of the appropriation from the institution so offend- ing until said duplication is discontinued. SEC. 5. That the Board of Trustees of the North Carolina College for Negroes and the Trustees of the Agricultural and Technical College, in the event that the budget of the institutions will not permit this Act to be carried out on account of lack of funds, shall present the situation to the Assistant Director of the Budget, the Governor of North Carolina and the Council of State; and they are hereby empowered to provide such funds as may be necessary to carry out the purposes of the same. SEC. 6. This Act shall be in full force and effect from and after its ratification. In the General Assembly read three times and ratified, this the 1st day of March, 1939.

I, 17 1941 Public Laws, c. 5 AN ACT TO AMEND SECTIONS SEVEN THOUSAND SIX HUNDRED AND SIXTY-ONE TO SEVEN THOUSAND SIX HUNDRED AND SIXITY-SEVEN, INCLUSIVE, OF THE CONSOLI-DATED STATUTES, AS AMENDED, SO AS TO AUTHORIZE THE DISTRIBUTIONS OF STATE REPORTS, STATUTES, LAWS, JOURNALS AND OTHER DOCUMENTS AND PUBLICATIONS TO THE LIBRARY OF THE NORTH CAROLINA COLLEGE FOR NEGROES.

The General Assembly of North Carolina do enact:

SECTION 1. That Sections seven thousand six hundred and sixty-one to seven thousand six hundred and sixty-seven, inclusive, of the Consolidated Statutes, as amended, be further amended by adding at the end of Section seven thousand six hundred and sixty-one a paragraph to read as follows:

"The Secretary of State shall furnish to the library of the North Carolina College for Negroes, in Durham, for instructional and exchange purposes, the same number of sets of Supreme Court Reports, Statutes, Public, Public-Local, and Private Laws, House and Senate Journals, and other documents and publications as are authorized by law (presently set forth in Michie's N. C. Code, Ann., 1939, Sections 7661 to 7667 a, inclusive) to be furnished to the libraries of the University of North Carolina as Chapel Hill."

SEC. 2. This Act shall be in full force and effect from and after its ratification.

AN ACT TO PROVIDE FOR THE PRINTING AND DISTRIBUTIOn OF SESSION LAWS, SENATE AND HOUSE JOURNALS AND SUPREME COURT REPORTS.

The General Assembly of North Carolina do enact:

SECTION 1. The Secretary of State shall, at the State´s expense, as soon as possible after publication, distribute such number of copies of Public Laws, Public-Local and Private Laws , Senate and House Journals, and Supreme Court Reports to Federal , State and local govermental officals, departments and agencies , and to educational institutions for instructional and exchagne use , as is set cut in the table below:

An act to change the name of the North Carolina college for negroes to North Carolina College. The General Assembly of North Carolina do entact: SECTION 1. That the name of the North Carolina College for negroes in Durham shall hereafter be the North Carolina college at Durham. SEC. 2. That General Statutues, sections 116-99 and 116-100, shall be and hereby are amended by striking out therein the words "North Carolina college for negroes" and suvstituting in lieu thereof, wherever said words shall appear in sad sections, the words, "North Carolina College at Durham." SEC. 3. That all laws and clauses of laws in conflict with this act are hereby repealed. SEC. 4. That this act shall be in full force and effect from the after its ratification. In the general Assembly read three times and ratified, this the 28th day of February, 1947.

I, 20 1951 Laws, c. 1108 AN ACT TO AMEND G. S. 116-100, RELATING TO THE PAYMENT OF TUITION AND OTHER EXPENSES OF NEGROES TAKING GRADUATE AND PROFFESSIONAL COURCES AT COLLEGES OUTSIDE THE STATE.

The Genaral Assembly of North Carolina do enact:

SECTION 1. (a) G. S. 116-100 is hereby amended by inserting in the fith line of the fourth paragraoh immediatley following the word ¨are¨ the words being offered at the Universitiy of North Carolina and are.¨

(b) G. S. 116-100 is herby further amended by rewriting the last paragraph of Section to read as follows:

¨Whenever the appropriations for the purposes of the Section are insufficient, the Board of Trustees of the Agricultural and Technical College shall present the situation to the the Assistant Director of the Budget and the Govern of North Carolina. The Governor and Council of State are herby empowered to allocate from Contigency and Emergancy Fund such as may be necessary to carry out the purposes of the Section.¨

SEC. 2. All laws and clauses of the laws in conflict with this Act are hereby repealed.

SEC. 3. This Act shall become effective upon it ratifaction.
