AN ACT TO CHANGE THE NAME OF THE NATIONAL TRAINING SCHOOL,
NOW KNOWN AS THE DURHAM STATE NORMAL SCHOOL FOR NEGROES. TO
TRAINING OF NEGRO HIGH SCHOOL TEACHERS AND PRINCIPALS AND TO
PROVIDE FOR THE NEGRO YOUTH OF THE STATE LIBERAL COLLEGE OPPORTUNITIES.

Whereas the number of Negro high schools is increasing rapidly:
and
Whereas the supply of well trained Negro high school teachers
and principals is inadequate even to meet present needs; and
Whereas there is a growing desire among Negroes for a liberal
college education: therefore

The General Assembly of North Carolina do enact:

SECTION 1. That the National Training School, now known as
The Durham State Normal School for Negroes, as provided for in
Sub-section (c) of Chapter 163 Public Laws of 1923. shall here-
after be known as the North Carolina Collage for Negroes, and
located at Durham.

SECTION 2. That the North Carolina College for Negroes shall
be operated by the State Board of Education, in accordance with
the provisions of "An Act in place certain normal schools under
the control of the State Board of Education. "Chapter 61 Public Laws of 1921.

SECTION 3. That the North Carolina College for Negroes shall
have as its primary aim the preparation of teachers and principals
for Negro High schools and as its secondary sim, offering to the
Negro youth of the state liberal college opportunities.

SECTION 4. That the degrees to be granted by the North Carolina
College for Negroes shall be subject to the State Board
Education, in accordance with Article 36, Chapter 136, Public
Laws 1923, which gives the State Board of Education authority to
regulate degrees.

SECTION 5. That immediately on ratification of this Act, the
present board of Trustees shall be vacated, and also the office
