Regular faculty members in the Normal and High School departments are employed on the calendar month basis for twelve months. Vacation periods are arranged between the teacher and the management. 4. Appropriation. As previously stated, there is available from state funds $40,000.00 annually for the next two years. Of this amount, $24,000.00 annually will be needed to pay the purchase price. This leaves a maintenance fund of $16,000.00 a year. In addition to state funds it seems possible that a total of $4000.00 or $5000.00 a year may be collected from students in legitimate fees, making a total possible annual maintenance fund of $20,000.00 or $21,000.00 perhaps more. Under existing laws we cannot exceed our income - except at the risk of dismissal by the Governor. ( Section 168, Page 466 Public School Law 1923)

5. The Treasurer's Accounts. All funds of every kind are paid to the Treasurer. There are three accounts as follows: a. Maintenance. This includes the state appropriation for this purpose. All special fees, tuitions of all kinds, matriculation, room rent, fuel, lights, etc. b. Buildings and Improvements. State appropriations for these purposes. c. Boarding Department. Fees collected for actual table board. All accounts of all kinds should be paid by voucher or check signed by the chairman of the Board of Trustees, the Secretary, treasurer, and principal of the school. In most instances the principal will initiate and present bills for payment.

6. Recommendations. To facilitate the work of the meeting the following are submitted;

a. That the Board of Trustees elect at once a secretary-Treasurer. The Secretary-Treasurer will be furnished a loose leaf record book and a supply of sheets for keeping a record of the minutes of the meetings of the Board of Trustees. Triplicate copies are made, one each for teh Secretary-Treasurer, the principal of the school and teh Director of Negro Education. The SecretaryTreasurer may be compensated for services as the Board may direct. The Treasurer's bond may be paid for by the State.

b. That Dr. James E. Shepard be elected principal of the Durham State Normal School for Negroes with an annual salary of $25000.00 dating from Aguust 15th or September 1, 1923.

c. That Dr. Shepard (if he accepts the position) make his recommendations as follows: 1. Normal School faculty, and salaries 2. High School faculty, and salaries 3. Fees to be charged students for board, fuel, room rent, matriculation, etc. 4. Any others. 5. Since it is the purpose of the State to eliminate the high school as rapidly as possible, and because of limited funds it seems wise not to permit any entrants to the first year high school this year. Next year the second year could be eliminated and so on. A request has come, however, from County Superintendent John W. Carr that Durham County might send the Negro high school students to the Durham State Normal School for Negroes. I suggest that we invite Mr. Carr to appear at once before the Board to present this and another matter he wishes us to

consider. e. That every possible precaution be taken to assure and safeguard the standard of teh Normal School. This applies to faculty, courses of study, records, time allotment, library and other equipment. Each student entering the Normal Department should present a transcript of his high school training, and this must be made a matter of record by the Normal School.
