Court House PM Herberton 23rd. April 1890

The Under Colonial Secretary Brisbane

Sir

It having been reported to me that the number of blacks at Atherton had largely increased and that the amount for feeding them (£12 per month) was inadequate, I determined to see for myself and also ascertain what number of blankets would be required for distribution. I arrived there on the 20th without any notice of my intention. I found about 120 in camp, Chiefly gins and piccaninies, and was informed by them that a good many were out hunting. Constable Higgins states there are now fully 200 camped in the vicinity. Since the depredation commited by the blacks at Waroora rations are no longer served there and I believe the number has been augmented at Atherton by blacks from that place. I would therefore beg to recommend that the allowance at Atherton be increased to £18 or £20 per month and tenders called for the supply of beef as in this manner more will be got for the money. Matters in connection with the blacks at Atherton are going on favourably. I hear no complaints of depredations commited. About 50 are employed by Selectors in the neighbourhood who are well satisfied with their work.

I have the honor &c &c &c A.H. Zillman P. M
