Since the complaint, - I have had one of the "ringleaders" arrested and committed to Townsville for 6 months
It is extremely difficult to get any of these petitioners to specify any individual black or come forward to identify -
The detachment from the 8 Mile is constantly patrolling the Annan neighborhood, and invariable [sic] report the offenders are principally gins encouraged about the camps for purposes not always moral in consequence the trouble

Waters D 39 reports that in June 21st and 22nd last he patrolled Rossville and also Mt Finnigan and saw Mr Bell and others and was informed by them that they [underlined in red] could give no evidence against any of the blacks, and could not identify any of them which were [underlined in red] supposed to have robbed the miners [sic] camps the men being away at work from their camps when the deed was done
