Sir,

Acknowledging the receipt of your letter of the 19th ultimo, referring to and reiterating the previous request of your predecessor for authority to engage Clerical Assistance at Head Quarters in order that you may be fully at liberty to make tours of inspection. I have the honor to inform you that as it is the intention of the Government upon the recommendation of the Native Police Committee to revert to the system of Cadetship, it is considered that one such officer being stationed at Head Quarters for instruction in the general duties of the Force, the performance of the routine clerical duties should form a portion of the training in order to fit him afterwards for higher appointments.

Having in a previous letter of this date informed you of the approval of your recommendation in favor of Messrs Cave and William, I have now the honor to state that the Government are prepared, upon receipt of your recommendation, to appoint Mr. Everett to one of the two Cadetships to be established, and I am also to request that you will forward the name of some other gentleman for the second Cadetship. One of these gentlemen, or both, in turn, can be charged with the Clerical duties of your Office at Head Quarters.
