and William McCammon asking for a reduction of Hall
Rent - Referred to the Committee on City Property.

Ald. Harty from the Committee on Finance and
accounts brought up a Report (Number 388 Book E) which
was read and adopted

The Chairman from the Committee on Streets and
Improvements brought up a Report (Number 389 Book E)
which was read and adopted.

The Chairman from the Court of Revision brought
up a Report (Number 390 Book E) which was read
and adopted.

Sundry petitions respecting Taxes were submitted
and referred to the Court of Revision

The Chairman from the Committee on Fire, Water, and
Gas brought up a Report (Number 391 Book E) which
was received and adopted.

Ald. Carson introduced a By Law respecting the
Benevolent Fund of the Fire Department and to amend
Section 311 of the Consolidated By Laws of the City of Kingston
which was read a first time.

Ald. McIntyre moves seconded by Ald. Robinson
That in the opinion of this Council the system
of Ward appropriations is preferable to the system of
general appropriation as carried on last year -
the former being more consistent with fairness and efficiency.

In amendment
Ald. Harty moves seconded by Ald. McKay
That the consideration of the resolution moved
by Ald. McIntyre be deferred until the bringing down
of the Budget which being put was [underlined]lost[/underlined].
