That the Taxes for the present year be seventeen
and a half Mills in the $ and that the difference between
sixteen and a half Mills and seventeen and a half Mills
be applied to streets and Improvements to increase amount
in Budget to that extent - which being put was [underline]lost[/underline]

The Item $40 in Budget for Reporters Fees was increased
to $50.

The Resolution of Ald. Gildersleeve then being put was
carried.

On motion of Ald. Harty seconded by Ald. Redden

Ordered, That the Treasurer be instructed to pay
the Salaries of officials as per Budget

Ald. Gildersleeve introduced a By Law to Levy a rate of
16 1/2 Mills in the dollar upon the assessed value of the rateable
property in the Municipality of the City of Kingston for the
lawful purposes of the Municipality for the year of our Lord
1887, and for other purposes - which was read a first time

The 30th Rule was suspended as regards the readings
of this By Law

The Council went into Committee of the whole on the
second reading

The Council resumed

The Committee rose and the Chairman reported the second
reading of the By Law clause by clause - The report was received

The By Law was read a third time and passed

Ald. Gildersleeve introducd a By Law authorising His
Worship the Mayor and the City Treasurer to borrow fifteen thousand
dollars in addition to the sum of Seventy six thousand dollars
already borrowed in anticipation of the Taxes for 1887, which was
read a first time

By Law

The Council went into Committee of the whole on the

Ald. Gildersleeve introduced a By Law to authorise the issue
of certain debentures for the sum of $38,200 and to raise by way
of loan thereon the Sum of $38,200 under the provisions of "The City of
Kingston debt Arrangement Act 1887" being Chapter 56 of the Acts passed
by the Legislature of the Province of Ontario in the 50th year of Her
Majesty's
