the development of its supply from within the Empire by means of
the impostion of a small duty upon the foreign supplies, then
and only then should such a duty be imposed.

This has been a very long story, but the matter it
deals with, however inadequately, is a matter of permanent import-
ance to the life of the people, and particularly to the poorest
people of our country, and therefore regarding it as a humble con-
tribution towards the solution of the problem, I ask you most earn-
estly to read and consider it even at the risk of falling asleep in
the effort.
