strong opinion against "Secret Diplomacy". If you have not seen his book, may I send it to you? & will you answer it?

I don't hold with him in believing that secrecy could ever be dispensed with in diplomacy. But ought treaties to be actually signed without the knowledge of the people at large? I remember the Libs. made great capital in '80 out of Dizzy's secret provisions in the Treaty of Berlin.
