My dear Buchan,

Just a line to congratulate you on
your succession to Bessborough. I hope you
will like it - but you know it well so you
are sure to do so. Also let me congratulate
you on the timely help you have got for us
in the American subscription to the Parly
History. The scheme should now go well
ahead. I hope that in addition to the
English Parly History it will be possible
to include not only Scotland & Ireland,
but also the Dominions & Colonies & perhaps
the original American Colonies as well

The coronet and letter O suggest that this is from Lord Onslow; and the reference to the Parliamentary History project supports this: Onslow was on the Committee - see 2110-6-8-12 - and JB was Treasurer.
