leave a guard over the engineers. As
soon as they disappeared the engineer

looted trains stopped in East Haver-
straw and reported the robbery. An
electrician was sent to repair the dam-
age and found robbers opening the
packages. They held him off with pis-

Washington, Oct. 19 - Formal re-
cognition by the United States of the
de facto Mexican government with
Carranza as the chief executive was
accomplished at noon. A letter from
Secretary Lansing to Eliseo Arre-
dondo, at the Mexican embassy, com-
pleted the action. Similar letters were
received by Arredondo from the
other Pan-American conference. The
Lansing letter was sent by a messen-
ger. Later Arredondo was invited
to the state department for a confer-
ence with the secretary on Mexican
affairs. Arredondo tomorrow starts
for Saltillo, Mexico, to meet Carran-
za and present him with letters and
notes of recognition. Although no
final decision was reached as to the
appointment of an American ambas-
