I would say generally that Norfolk Island,
would be the best place for men of this class - I
wish to understand why the Govr. cannot send a Man
to a Penal Settlement the same as the Secy. of State who has
ordered 10 to N. island just now. - I will decide when you
give me an ansr. to this. - The Chief Justice will tell you

His crime was forging the attestation to a deed, - The Chief Justice says that the King by
a later Act of Parliament has authority to transport Felons to any place whatever ?i?nt[...illeg]; but the Govr. of New
South Wales only receives convicts for assignment for Service and cannot send them to a penal settlement
occurring in virtue of a [begin underline]Colonial Sentence[end underline]. - I think this man might be made useful in his professional capacity.
