Commandants Office Moreton Bay 9'th Aug't 1833 No 33/13

Sir

I have the honor to report, that in consequence of the long period which has elapsed since a Vessel left this Station, though some of the men who have become entirely free, have behaved very well others have been ex= tremely troublesome. I have there= fore been under the necessity of committing some of them to the House of correction, as per accompanying return, and with respect to others I have been obliged to adopt the measures stated in the accompanying orders, which, however; did not answer the purpose intended, their latest reason for not working, being that of not getting better rations than a prisoner, though I believe their sole object in being insubordinate is to shew their independence and obtain what they consider some revenge over those who may have formerly kept them in order as

I see no objection to the proposed order and a late opinion of the Attorney Gen'l bears upon the case.

As I should suppose a man who demands his liberty, ceases to work and is altogether struck off the strength of the establishment, can have no legal claim to a passage afterwards to Sydney, should His Excellency ap= =prove of any man doing so not being admitted on board a Government vessel till he returns to his work and subordination, (the circumstances of course being reported to you for his information) I feel confident the promulgation of such an order would effectivally put a stop to such pro=ceedings for the future.
