Report on the progress of work 3rd nov 1891 In the "Kinnear Park" The upper portion of the grounds has been finished with the exeption of the rustic structure and its immediate surroundings We are now ready to put in the water pipe and will have to call on the Water Dept to make our connection with the system at the corner of Eples and Bluff Sts. also request the Water Supdt to tar-dip the pipe for us - say 1220 foot of 2" pipe The walks and railings along the face of the bluffs are well advanced - over 1000 feet are completed and at present the entire force is at work on the walks on the lower portion of the park and in connection with the I wish to mke the suggestion that I be permitted to make a departure from the plan so as to avoid a very heavy fill and instead make a rustic bridge and a pond for aquatic plants (Explanations given on the plan) We are now ready to proceed with the grading of the "Denny Park"(team work) and I submit a rough estimate of the cost of grading. We have now got a supply of pots and boxes in the nursery and the palnts are increasing and prospering very favorable Yours Respectfully Jas Taylor

Seattle Wash 5th Nov 1891 W E Burgess Esq Chairman Finance Committee Board of Park Commissioners Sir With regard to the disputed bill of Messer L C Miles & Co and in justification of the position I have taken in cutting it down, I now lay before your the following statement. I bought the heater which was manufactured with 2" openings- with the distinct understanding that these openings or connections be enlarged to 4" before I took it from the store. this they deferred from day to day and eventually cart it to City Park without making the alteration. They not only charge for the material necessary to make the agreed alteration but also for time for a man to do the work. at $ 45/100 per hour- Do they pay their men at this rate?

I never asked them to put up the pipe for me but on the contrary they agreed to lend me the necessary tools so I could do the work with my own men, but they sent out a man who in my absence put up the pipe instead of doing their own part of the work viz: enlarging the aperture The amound I have allowed for putting together less than 200 feet of 4" pipe is $20.00 I consider quite liberal. The smoke stack and tinners bill is outrageous. I could have built a brick chimney for half the money. Yours Respectfully James Taylor, Supdt
