188 Columbia Wash Sept 6th 1898 The Town Council of the Town of Colubia met be no quroum being present adjourned to meet again Saturday Sept 10th 1898 at 8 PM Sept 10 1898 Council met in adjourned session and was called to order at 8 o'clock PM with the Mayor inthe chair. J G Lawrence Clerk pro tem. Reading of the minutes of last regular meeting deferred. Street committee presented a communication from Mr F D Black with reference to opening Letitia St Mr Black making the following proposition toward the improvement of said Letitia St "I propose to furnish in labor two thirds of the cost of improvement, providing you will provide for the other one third. total cost not exceed $150.00" Moved seconded and carried that Mr Black's proposition be accepted and the Street Committee be authorized to expend $50.00 to carry out its part of the above proposition. On motion Council adjourned to meet again Saturday Sept 17th and the Clerk was instructed to notify Mr F A Osgood that the matter of the Rainier Beach Ry franchise would be considered at that time and that hispresence ewas desired by the Franchise Committee. 189 and approved Mr F A Osgood having complied with the request of the Council to be present the Council proceeded to consider the railway franchise matter. The said franchinse was gone over and agreed upon except the period to which said franchise was to run. Council adjourned to meet again at the next regular meeting night, Oct 3d 1898 C F Reeves mayor J G Lawrence clerk pro tem.

190 Columbia Wash Oct 3d 1898 The Town Council of the Townof Columbia met in regular session at 8:15 PM Present Mayor Reeves Councilman Osgood Campbell, and Cameron, and Atty McCurley Minutes of regular meeting held Sept 3d read and approved. Mr J G Lawrence arrived soon after Council came to order, and read the minutes of two adjourned meeting at which the Clerk was absent. Said minutes were approved as read. Clerk's quarterly report read and accepted Mardhal's quarterly report read and accepted Treasurer's quarterly report read and referred to the Finance Committee Verbal report of City Attorney and Finance Committee accepted. Ry Franchise matter informaly discussed and on motion a date was set upon which to call a citizens meeting relative to said franchise, Thrusday evening Oct 6th 1898 On motion meeting meeting adjourned to Monday evening Oct 10th C F Reeves mayor C S Chase clerk

191 Columbia Wash Oct 10th 1898 No quorum, but the regular salary warrants for the preceding quarter were issued by consent of two councilmen and chariman of the Finance Committee. C F Reeves mayor C S Chase clerk Columbai Wash Nov 7th 1898 The Town Council of the Town of Columbia met in regular session. Present Mayor Reeves, Councilmen Hepler, Osgood, Cameron and Campbell, Marshal [Whittington]] and the Clerk. Minutes of previous regular session read amd approved. Bills of William Hepler $6.00 Bills of William Hepler 2.05 Bills of A F Shafer 9.00 Bills of Nathan Palmer 6.75 Bills of C N Garat 15.35 Bills of Wm White 10.12&1/2cts Bills of S T Whittington 8.00 for street repair work, and Bills of D W Brown 1.85 and Allen & Nelson, for lumber and freight of same 14.50 read and accepted and warrants ordered drawn on the Current Expense Fund for the several amount. Bill of H E Brooks for services in capacity of Health Officer read and referred to the Board of Health for disposal. marshal's Report for the month of October read and accepted. 192 Monday inDecember 1898 for the election of a Mayor for a term of two years, Three Councilmen to wit: for terms of two years each, and one for term of one year. The former to succeed Cameron and Osgood expired and the latter to succeed Lawrence, appointed to fill vacancy of R H Heston duly elected in December of 1897; and a town treasurer for term of one year. Mr Reeves being called from the meeting motion made and carried that Mr C R Hepler be chosen to act as Mayor pro tem. The tax levy for the Town of Columbia for the year 1898 was fixed at six mills on each dollar valuations for Indebtedness Fund and six mills on each dollar valuation for Current Expense Fund, making a total of 12 (twelve) mills on each dollar valuation of taxable property in the corporate limits of the Town of Columbia Then by regular motion meeting adjourned.
