Legal opinion of City Attorney Richard Osborn regarding the request of George Alexander for payment to him of $9,819.20 in lieu of scrip issued to him by the City for grading Jackson Street. Osborn recommended that payment not be made because of City Charter provisions that "the grading of streets can be paid for by special assessment and in no other way."
