To the Hon Alderman and House of Delegates
of the City of Seattle
Gentlemen
You have recently seen fit to
order Some grade tax on South Fourteenth
Street
($104.17) refunded to me and a warrant
was drawn for the principle which was paid
almost four years ago. I presented the warrant
to the City Treasurer, and although there is about
Twelve Hundred Dollars on hand in that Street
fund I was informed that is could not
be paid for the reason that the Treasurer
has no Authority to pay my warrant in
preference to others which were outstanding
on that fund. Now in as much as my
money was paid in in accordance to a
published notice in the paper by authority of
the proper officers of the City of Seattle and
not as a speculation but as a duty in obediance
to said pubished notice and as it seems to me
