To the Mayor and City Council: Gentleman: I have the honor to submit herewith my petition for the opening of a roadway to my premises on Block 21, Mercer Second Eden addition to Seattle, the same being three blocks east of the extension of Front Street on which the street car rails are laid. If my petition be granted, the work will, of course, be under the direction of the Street Commissioner, but I would suggest that the roadway be opened from the road, eastward to the S.W. corner of Block 22, of the above addition. I pay taxes on nearly four blocks of land in that vicinity, am putting up a residence at considerable cost to myself and the only access I have thus far had to the City's roads has been by means of roads I have opened at my own expense. Street Commissioner any explanation or information that may be desired of me. The expense of the proposed work need not be great and I hope your honorable body may see the justice of my request and grant the same. I am, very respectfully, your obdt. servant, C. B. Bagley
