Common Council of the
City of Seattle
Gentlemen:
In the matter of
the petition of Charles Benson
for the allowance of $75.00 to
him for damages claimed
on account of injury to
plastering caused by blasting
on the Madison Street
improvements referred to me;
I have the honor to report
that, that in my opinion then
is no legal liability on
the part of the City of Seattle
to pay for any such damages
claimed. As the blasting
was done by the contractors
on said improvement
If petitioner has been
damaged he can look
only to the contractors for
compensation and not
to the City.
