Mr President Your committee on Judiciary To whom was referred Communication of Edward H Brown. beg leave to submit make the following report. We have considered the propriety of accepting as authentic any records or so called record of ordinances from Ex Officials even and conclude That it would be establishing a dangerous precedent in as much as there is a moneyed consideration therefore we recommend that the proposition be rejected.
