Jesse F Cochrane, Chairman W V Rinehart G H Heilbron F W D Holbrook, Secretary Board of Public Works Seattle, Washington Aug 11, 1891 To the Hon the City Council of Seattle, Wash Gentlemen Information having reached the Board that its action in the purchase of a second hand boiler from the Queen City Boiler Works for the Water Dept. for the sum of fifteen hundred and seventy five dollars ($1575-) has been criticised as not being justified as regards the value obtained for the amount expended, you are respectfully requested to appoint a Committee to act with Mr Rinehart of this Board in making a full investigation of the circumstances attending this purchase from the first call for bids to the final payment at
