Thirty-five businesses and individuals petitioned the Council to make repairs on an alley located west of Front Street, running south to Marion Street from Union Street. Local and ocean steamers docked between University and Union Street and foot traffic and teams used the alley, requiring a climb up a steep grade, to get from the waterfront to Front Street.
