Julia Carlton requested that $50 be refunded from a $75 license fee, on the grounds that she was swindled by George Peters, whose name was on the license. Carleton was arrested before she discovered that the name George Peters was "a person not in existence." The Committee on Licenses and Revenue recommended that the petition be rejected.
