Gentlemen: Your committee on Harbor Wharves
to whom was referred the petition of the Columbia
and Puget Sound Railroad Co. relative
to Discharging ballast in the
harbor.
beg to report that they have examined the
matter referred to in said
petition, and hereby recommend
that the prayer thereof be
granted, and that the Council
make in order fixing the
amount to be collected, where
ballast is dumped on private
wharves with the consent of the
owners, at nothing.
