To The Honorable Mayor and Common Council of the City of Seattle

GENTLEMEN: Your Committee on License & Revenue to whom was referred the petition of Walter Dufour for a license to retail intoxicating liquors on the North West corner of 4th & Pike Streets, beg to report that The petition be rejected, for the reason that it has been the policy of the Council not to have Saloons encrach to [sic] near to the dwelling portion of the City, & believe that this ask'd for is too near the dwelling portion of the City.
