The occupants of the ground floor room in the Yancy and Higgens Building, located on Pike Street bewtween Front and Second Streets, requested permission to build stairs from their room up to the alley level. MR. PRESIDENT:

Your Committee To whom was referred a petition of Dahl and Melling to open portion of alley. respectfully report that the petitioners be granted a permit to erect a stair on inside of the building to connect with an opening on an even grade with the alley, thus leaving the alley perfectly clean.

Seattle, Washington, February 20th 1893

To the Honorable Mayor and City Council of the City of Seattle :Your petitioners Dahl and Melling represents unto this honorable body, that they are the occupants of the Building on Pike Streets between Front and Second Streets in the City of Seattle, that the side door of said room opens into an alley on the west side of said building, that the surface of said alley is about (5) five feet above the floor of said room, completely blocking the entrance to said door; that your petitioners wish to construct a stairway from said alley to said door, and for that purpose to make use of a portion of said alley about 30 thirty inches in width and about five feet in length, that said ally is eighteen feet in width and that said entrance if constructed will not impede travel through said alley; that your petitioners are willing to erect proper guards to said entrance for the safety of traveling through the alley.

Wherefore your petitioners pray for permission to construct said entrance.
