Section 379 provides "There shall be a
blank space on each side of every column
of nominees at least half an inch in width
and a reasonable space between the names
printed thereon, so that the voter may
clearly indicate in the way hereinafter
provided, the candidates [sic] or candidates for
whom he wishes to cast his ballot"

To my mind this provision clearly
indicates that the voting space shall be
a blank space at least half an inch in
width on either side of the column of
nominees, andnot a ruled space not over
a quarter of an inch in width as given in
ballot form in section 379

The words "The arrangement of
the ballot shall, in general, conform as nearly
as possible to the plan hereinafter given"
clearly conveys the intent in attaching the form
of ballot i e that the form in section 379 is
not mandatory but merely directory in a general
