Seattle Wash. March 18, 1895 To the Hon Council Your committee on Public Buildings & Grounds would most respectfully call the attention of your Honorable Body to the large number of persons killed & injured by Elevators in the various buildings of our City and we would recommend that the Supt of Buildings be instructed to look into the matter of the construction, operation and the speed inwhich they are run and the qualifications of the Operatpors and recommend such legislation as will tend to lessen the danger to life & limb.
