headquarters Seattle Fire Department Seattle Washington Oct 23 1890 To the Hon Board of fire Comissioners Gentlemen: I hereby suggest to your body the appointment of a lineman as an assistant to myself. briefly stating my reasons for such request. During past year I have employed temporary men by the day as emergency arose. and such emergencies are quite frequent. For instance when any disarrangement of wires occur it is absolutely necessary that they be at once repaired In the past, I have on such occasions had to spend at least an hour and sometimes a half a day inprocuring the necessary assistance which you are readily see vitally impairs the valuce of the Fire Alarm system.

#2 Seattle Washington The Continuous building of lines by other companies, moving of poles on which our wires are strung moving of buildings and daily interruptions render it in my opnion very necessary there should be skilled assistance at hand at all times The fire alarm circuits sixteen miles in length should be tested from each box twice a week which cannot satisfactorily be done alone. of by me. I am satisfied that the cost of a regular lineman will be but slightly in excess of that paid by employing men as emergencies arise and the expense of any will be more than offset by its great
