To the Comon Council of the City of Seattle GentlemenWe the undersigned inspectors and judges for the Republican election for a [substitute] for Conuncilman Henry White's chair in your body held in the First Ward of said City onthe 31st day of July 1980 do hereby certify that Mr. J M Frink received the unanimous vote of said Ward, there being no opposition whatever, receiving Three hundred and twenty seven votes.
