Mr President:
Your committeee on Sanitation to whom
was referred communication of Secretary of
Board of Health enquiring into the purpose
of City Council concerning Resolution Bill
No 29 passed this house July 20th 1896
would repsctfully submit the following.
Not presuminng the Board of Health
means to question the validity of investi-
gation by the City Council as specified in
the resolution for monthly workings of their
employees, by regarding the communication
to the City Council in the light of infor-
mation would say-
That on account of the financial
condition of our City, the City Council has
for a long time past been seeking to curtail
expenses in every department by cutting
out men, and reducing wages, and in
pursuance of this measure have asked the
medical department to aid us to the
same end.
That as the City Charter places the
Board of Health under the City Council
to regulate the finance of said depart-
ment, siad council is required to
asseme the authority and responsibility
of the finance of said Boards.
