Mr. President:

Your Commitee on Sanitation
to whom was referred Mrs. M. A. Gardenr's petition
for rebate of impounding fee, beg leave
to report that the City Pound Master
did nothing more than his duty, when
he put said cow in the city pound
and as the cow was in charge of a
paid herder whoes duty was to pro-
tect said property. Therefore, would
recommend that the petitioner look
to the herder for redress.
