which justifies the actions of the board in the matter.

Had Mr. Farr been a citizen when he was dropd it would have been simple justice to him to reinstate him without delay to his former position. But the fact of his not being a citizen at that time nor did he become a citizen until after he had severed his connection with the dept I take it that at this time he stands as if he never had been a member thereof, that he must be admitted the same as a new member would have to be, appointed as a substitute until a vacancy occurs for him to be placed permanently. If this view meets with your approval I would ask his confirmation as a substitute. Very Respectfully, G. Kellogg

Gentlemen

I desire to present the names of Henry Hale, Oscar A. Drew and Jos. A. Farr for appointment into the department. You are all acquainted with the facts in the case of Henry Hale and J. A. Farr who were both dropd from the rolls on a/c of qualifications. Oscar A. Drew has made application as Engineer. He has had experience in the department and thoroughly qualified. While no vacancy exhists at this time his appointment as a substitute would provide a suitable man should exigency arrise requiring an engineer. In the matter of J. A. Farr dropd from the rolls Apl 15th for reason of not being a citizen, the accompanying certificate from Corporation Council shows that at the date of issuing the certificate he had been made a free citizen. But as this certificate was issued after he was dropd, he does not claim a date to his papers prior to being droped. He fully admits the fact that he was not a citizen when dropd
