To the Hon Mayor and City Council of the City of Seattle. In reply to the Report of the Board of Park Commissioners in reference to the Kinnear Park I wish to say that the statement made by the Commissioner that all the improvements have been made that are required by the agreement between the City and myself is a mistake. There is about one acre of the Park lying below the Bluff that remains uncleared which under the agreement was to be cleared before the deed should pass. The part that the Commissioners did clear was well done and I signed a statement to that effect and what I claim is that all the clearing agreed to be done before the deed should be delivered was not done. I have always been willing to deliver the deed when this work was completed, and will now deliver the deed to the City Council it to be the judge whether all the work has been done as agreed upon or not. I instructed M V Furth to deliver the deed when called for by you. Rspfey Geo Kinnear
