The City of Seattle Washington Department of Finance S F Rathbun City Treasurer Seattle Sept 25 1900 To the city Treasurer of the City of Seattle The undersigned begs to protest against the Assessment levied against the property owned by same, situated in Pontius Addition block 22 Lot 10 S1/2 11. for improving the East dise of Eastlake Ave by planking same. Whereas the City Council of the CityofSeattle as appropriated all the West Side of the street between the Tracks of the car line and the curb and donated the same for the exclusive use of the Wheelman League of Seattle and hereby depriving all owners of thereon of that prt of the avenue.
