Chief of Police Bolton Rogers filed a complaint against Frank Lindquist and Herman Lindset who were licensed to sell liquor at the Mint Saloon. He believed that the saloon was a gathering place for prostitutes and who "loiter and hang about their saloon, dancing with men and drinking and carousing at all hours both day and night." Such activity was in violation of Section 15 of Ordinance No. 910. The Committee of Police, Licenses and Revenue agreed with Rogers. See full description in Digital Collections

Mr. President: Your Committee on Police, License & Revenue to whom was referred Complaint of Bolton Rogers. Chief of Police against Frank Lindqist[and the concurrent resolutions attached] et al, beg to report that they recommend the immediate passage of same, and that the date of meeting be set for December 21, 1894 at 7:30 am.

Department of Police Seattle Washington Bolton Rogers Chief

Seattle Washington December 10th 1984 To the Honorable, the Mayor and City Council, of the City of Seattle Gentlemen:Complaint is hereby made of and against Frank Lindquist and Herman Lindset, licensees under and by virtue of License #610 for the sale of liquors in what is known as the Mint Saloon, situated at number 215 Washington Street. Said license was issued July 4 1894. Said Frank Lindquist and Herman Lindset are continuously violating Section 15 of ordinance #910, in allowing lewd men and women to loiter in and about their saloon and are allowing lewd women, who are known as common prostitutes, to loiter and hang about their saloon, dancing with men and drinking and carousing at all hours both day and night. Deptarment for police Seattle Washington Bolton Rogers chief Seattle Washington dec 9th 1894 Hon Byron Phelps Mayor City of Seattle Dear Sir, I enclose you a complaint against the Mint Saloon, which I desired to have filed tomorrow. I have been subpoenaed tonight to be in Port Townsend tomorrow morning and I have to leave here at 3 am I will return by first boat. I would like you to show the enclosed complaint to the corporation counsel and if in your judgement it is good have it filed.
