45 COMMON COUNCIL OF THE CITY OF SEATTLE vote stands In favor of adoption Collins, Jennings, Keenan, Keezer & McDonald Against adoption none. Ordered that the Council stand now adjourned Attest E.S. Osborne, Clerk Approved, L.P. Smith, Mayor Be it remembered that on this the 7th day of April 1882 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law The following Officers are present, to wit: His Honor the Mayor L.P. Smith and Councilmen Thomas Clancy, John Collins, M. Densmore, Wm.A. Jennings, John Keenan, Moses Keezer and Charles McDonald Thereupon the following proceedings are had: the claim of John E. Brautigam for refunding Road Poll Tax is secured and referred to the Finance Committee A petition is secure from A.A. Denny & others praying for the grading of Union Street; Thereupon the same is referred to the Street Committee A petition is received from Robert Krupe et al praying for the grading of 5th Street; Thereupon the same is referred to the Street Committee A petition is received from M.V.B.Stacy et al praying for the opening of Pike Street; Thereupon the same is referred to the Street Committee A petition is received from James Dougan praying for the cancellation of certain tax certificates; thereupon the cause is referred to the Finance Committee. A petition is secured from McCombs & Co praying for the rights to lay water pipe; thereupon the same is referred to the Street Committee The regularly monthly reports of the following City Officers are received and ordered filed, to wit: City Attorney, Harbor Master, Street Commissioner & Fire Warden The report of the City Justice & The Treasurer are referred

46 JOURNAL OF THE PROCEEDINGS OF THE to the Finance Committee A report is received from the Committee to whom was referred the matter of constructing an Engine House; Thereupon the report is accepted and it is ordered that the Committee be continued and that the Committee be & they are hereby instructed to receive plans and specification for a building to be constructed having the 1st story of brick and the second story of wood And now the Council proceeds to consider the Ordinance No 263 the same 'ferring entitled "An Ordinance to restrain and regulate laundry and Wash Houses within the limits of the City of Seattle for the purpose of prevention of fires; there upon after due consideration said Ordinance is adopted upon the following vote to wit: In favor of adoption Clancy, Collins, Densmor, Jennings, Keenan, Keezer & McDonald, against adoption none. Ordered That The matter of improper taxation of certain real estate belonging to the University be & is hereby referred to the City Attorney A communication is received from the Mayor upon the matter of the deficiency existing by reason of the 8th Street Sidewalk; Thereupon it is ordered that the Clerk be & is hereby instructed to issue such a warrant on the City Fund as will Cover all existing deficiencies for and in accord of said Sidewalk. Ordered that the Ordinance levying a special tax to pay for the sidewalk constructed under Ordinance No. 257 be sent to the Finance Committee for the purpose of ascertaining the amount to be levied. And now come the several persons herein after named & make applications for licenses; thereupon said aplicants having filed their bonds it is ordered that licenses be granted them as follows: to wit: James W. Smyth a retail liquor license for 3 months from April 3rd L Diller retail liquor license & Billiard table for 3 months from April 16th Shaw & Algar retail liquor & Billiard table for 3 months

Hinckly Ground sent 23 8.00 Waddell & Miles work on water pipe Columbia St. Incline 24 25.50 F.W.Westhoff File etc 25 3.00 The resignation of W.B.Jacklin of the Office of Police man is received and accepted. There being a vacancy in the office of Policeman the Council proceed to an election to fill such vacancy Whereupon Wm.B. Thompson securing a majority of all the votes of said Council he is duly declared elected to fill such vacancy A communication is received from the Surveyor relative to the grade of Second Street which is read. Ordered that the bids received in pursuance of the notices published as required by Ordinance Nos 260 & 261 be & They are hereby laid over until streets meeting And now the Cemetery Committee return the following bids to the Council for the slashing of the whole of the new City Cemetery which bids are now opened by the Council & read as follows tourist D.C.Whitney $45.00 Jacob H. Keith 175.00 Patrick Forrest 125.00 James B. Henderson 200.00 A.N. Nims 147.50 Whereupon is appearing to the Council that the bid of D.C. Whitley is the lowest & best bid received it is ordered that the contract be awarded to him accordingly Ordered that the Officers of the Police be & they are hereby required to wear their stars upon the outside of their coat collars Ordered that the Gas Committee be & they are hereby authorized to have the gas light posts painted Ordered that the Council stand now adjourned until Friday evening May 4 1882 Attest: E S Osborne, clerk Approve L.P.
