COMMON COUNCIL OF THE CITY OF SEATTLE

Be it remembered that on this the 14th day of April A.D. 1882 the Common Council of the City of Seattle meets in it's Council Chamber pursuant to adjournment of April 7th, 1882.

The following officers are present, to-wit:His Honor the Mayor: L. P. Smith and Councilmen John Collins, M. Densmore, Wm A. Jennings, John Keenan, Moses Keezer, and Chas. McDonald.

Thereupon the following proceedings are had: Ordered that all bids for the grading of Front and Second Streets be returned to the original bidders.

Finance Committee returns the reports of City Treasurer and City Justice of the Peace whereupon said reports are ordered filed.

The following claims having been duly audited by the council are ordered paid by Warrants drawn on the funds and in the amounts as follows:-

Fire Fund

Charles McDonald Coal for Engine No 27 $10.00 Minick & Miller Tram Ward 26 13.50

City Fund

Wald & Campbell Jail Lock 50 2.00 J. A. McPhee Safe 51 560.00

Road Fund

John C. Brautigen Tax {Road Poll} remitted 28 4.00

Main Street Sidewalk Fund

J. P. Roberts Building Sidewalk for contract 1, $100. 2, $100. 3, $100. 4, $100. 5, $100. 6, $100. 7, $100. 8, $45 745.00

The Finance Committte report on the petition of James Dougan praying for cancellation of Certificates of Purchase of Lots 9 & 12, Denny's addition sold for taxes in 1878 and 1879, recommending that said Certificate of Purchase for the year 1879 be cancelled, whereupon the Clerk is instructed to cancel the same.

The Street Committee report favorably on the petition of A.A. Denny et al praying for the grading of Union Street from Front Street to Eighth Street and the Ordinance Committee is

50 JOURNAL OF THE PROCEEDINGS OF THE instructed to prepare an Ordinance in accordance with the said petition. The Street Committee report on the petition of McCoombs & Co praying for the right to lay water pipe on all streets North of Madison Street in the City of Seattle and the Ordinance Committee is instructed to prepare an ordinance granting such right The Street Committee report on the petition of Robert Knipe et al praying for the grading of 5th Street. The petition is denied. The Street Committee is granted further time to report on the petition of M V B Stacy and others praying for the opening of Pike Street. Ordered that the Gas Committee are hereby authorized to cause patent burners to be placed on all city gas lamps The City Attorney is instructed to ascertain whether or not the university property can be taxed by the City to raise funds to pay for grading the streets ajacent thereto, and to report at next meeting of the council And now come the person hereinafter named and make application for the licenses hereinafter named from the dates and for the periods hereinafter specified and at the same time said applicant file their several bonds in accordance with the Ordinance relative thereto. After due examination said bonds are approved; and the said applicants making due proof that they are men of good moral chraracter; it is therefore ordered that upon their compliance with all the other provisions of said ordinance the Clerk be and he is hereby instructed to issue licenses to said applicants for the periods and purposes following to wit: Name Description of License Term Date of Commencement Jane Osborne Grocery 3 months April 16 1882 Geo W Walch do 3 months April 16 1882 And now the Council proceeds to consider Ordinance No 264, the same being entitled as follows, to wit:

51 COMMON COUNCIL OF THE CITY OF SEATTLE And now the Ordinance Committee submit Ordinance No 264 the same being entitled "An Ordinance to provide for the levying and collecting of a special tax for the purpose of raising funds to pay for the construction of the sidewalk along the North side of Main Street from the East side of Seventh Street to the East side of the alley between Fourth and Third Streets, thence crossing said Main Street to the South side thereof and from thence along the South side of said Main Street to the alley between Second and Commercial Streets there connecting with as sidewalk recently constructed by the propriators of the Arlington Hotel, together with all necessary and lawful charges and expenses incident thereto" After due consideration said ordinnce is adopted by the following vote to wit:- In favor of Adoption, John Collins,M Densmore, Wm A Jennings, John Keenan, Moses Keezer and Charles McDonald. Against adoption, none. The petition of James Gleason et al praying for the construction of a side walk on Jackson Street is taken under consideration and the Ordinance Committee is instructed to submit an Ordinance is accordance therewith Ordered that a committee of three be appointed by the Mayor to take into consideration the whole subject of Street grading and all matters relating thereto, to report at the next meeting of the Council. The following Councilmen are appointed such committee to wit: - Moses Keezer, John Collins and Wm A Jennings Ordered that the warrant topay the entire delinquency on the Eighth Street sidewalk be drawn in favor of the Chairman of the finance Committee on the Road Fund and that the amounts hereafter to be collected of said delinquent tax be paid into the Road Fund. Ordered that the City Attorney be instructed to bring at once for the collection of all collectible taxes due on a/c of Eighth Street Sidewalk assessment, makes the same are paid without delay. Ordered that the Committee on City Engine House be instructed to advertise for bids grading the City's

A petition is received from Fred E Sanders and other asking permission to remove earth from Mill Street between 2nd and 3rd Streets for use of petitioners, thereupon the same is laid on the table. A petition is received from Clark Anderson & Co and others praying for the opening of Union Street from Front to West Streets and then to Pike, thereupon the same is referred to the Street Committee The Special Committee to which was referred the matter of grades submit the following report to wit:Seattle W T April 20th 1882 To His Honor the Mayor and Common Council
