Sept 29/82 Be it remembered that on this the 29th day of September 1882 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following Officers are present, to wit: His Honor the Mayor H. G. Struve and Councilmen John Collins, O. F. Cosper, Charles F. Clancy, Fred Gasch, Charles McDonald, G. L. Manning and U. M. Rasin Thereupon the following proceedings are had: Petitions Received From Robert Russell et al for the enforcement of ordinances No.s 236 and 155 licensing Vehicles. Referred to Committee on Lic -ences and Revenue. From Moses Keezer et al for a gas lamp corner Mill and Terrace Streets. Referred to Committe on Gas Lights. From F. X. Prefontaine for a gas lamp corner 4th and Washington Streets. Referred to Committee on Gas Lights. Remonstrances Received From W. C. Hawthorne et al against the proposed regrading of Union Street. Referred to the Committee on Public Buildings, Property and Grounds. Communications Received From City Surveyor recommending the changing of the gradeline on 2d Street between Mill and King Streets. Referred to Committee on Streets and Street Improvements From City Attorney submitting to amend ordinance No. 197. Reports of Committees received From Judiciary and Legislative Submitting an ordinance to amend Sections 2 & 3 of ordinance No 246 From Public Buildings, Property and Grounds on certain needed changes required in New City Engine House. Ordered that the matter be referred to said Committee with instructions to act in the premises & to report thereon at next meeting From Health and Police recommending that the Police Force be uniformed. Recommitted with instructions to submit proper style of uniform.

137 COMMON COUNCIL OF THE CITY OF SEATTLE Sept 29/82 From Finance on the matter of suit-v-James McNaught recommending that the action be dismissed. Adopted From Finance on the report of Treasurer on a/c of Main & 8th street sidewalk funds, recommending the report be adopted & the balance in the funds be transferred to the City Fund. Adopted & such balance ordered so transferred. From Streets and Street Improvements on the petition of L. S. Rowe to lay water pipe from Eastside of 2d St on Bell Street along Bell Street to Front Street, along Front Street to Battery Street, recommending that the prayer of the petition be granted. Adopted From Streets and Street Improvements on the petition of W. A. Scott et all for the opening of Mill Street from 8th to Williamson Street, thence North to intersect with Lake Street, recommending that the prayer of the petition be granted. Adopted From Streets and Street Improvements on the petition of George Kinnear et al for the grading of Second Street from Mill Street to King Street, recommending that the prayer of the petition be Granted. Adopted and Legislative adn Judiciary Committee are instructed to submit the proper ordinance to provide for such grade. [side margin] From Street and Street Improvements upon the surveyor's recommendation that Union Street be regraded, recommending that certain additional grading be done. Laid over until next meeting From Licenses and Revenue on the application of Lewis Korn for a grocery license recommending that the same be granted. Adopted and license ordered issued Applications for Licenses Received. From James W. Smith for a Retail liquor. Granted & license ordered issued. From Jacob Bersch for a Grocery, Pigeon Hole & Pool tables, Referred to Committee on Licenses and Revenue. From Bears & Parker for a Billiard table. Granted & license ordered issued. Bill for Contract Work received And now in accordance with Ordinance No 294 and the Notices duly published thereunder the Council proceeds to open the bids for the construction of the sidewalk on Pine & 9th Streets under

[Thousand Board Feet] A.S. Pinkham for $582.00 [Thousand Board Feet] Ordered that said bids be referred to the Street Committee And now in accordance with Ordinance No 294 and the Notice published thereunder, the Council proceeds to open the bids for the construction of the sidewalk on Stewart, 10th & Virginia Streets under Ordinance No 2811, which bids are as follows, to wit: D.S. Hill for $20.00 per B.M. [Thousand Board Feet] Hoole & Simpson for $23.00 per B.M. [Thousand Board Feet] A.S. Pinkham for $511.20 Ordered that said bids be referred to the Street Committee And now in accordance with Ordinance No 302 and the Notice published thereunder, the Council proceeds to open the bids for the construction of the sidewalk under said Ordinances which bids are as follows, to wit: D.S. [Thousand Board Feet] Ordinances Received from the City Attorney Ordinance No 311 entitles "To amend seation 3 of Ordinance No 226" Adopted upon the following vote to wit: In favor of adoption Collins, Cosper, Clancy, Gasch McDonald, Manning & Rasin Against adoption none. From the City Attorney Ordinance No 310 entitled "To amend Section 1, 2, and 3 of Ordinance No 194" Adopted upon the following vote to wit: In favor of adoption Collins, Cosper, Clancy, Gasch, McDonald, Manning & Rasin. Against adoption none. 140 JOURNAL OF THE PROCEEDINGS OF THE Sept29/82 Manning & McDonald Ordered that the vote by which Ordinance No_ to amend Section 2 & 3 of ordinance was rejected. be reconsidered thereupon the Council proceeds to reconsider said ordinance pending which its further consideraton is laid over until next meeting. An Ordinance is presented entitled "An Ordinance granting unto John Leary, his heirs, executors, administrators and assigns the right to lay water pipes within the City of Seattle. Referred to Committee on Fire & Water Supply The following Resolution is presented: Resolved that a Special Committee of three be appointed by the Mayor to Draft and report to the Council rules of order and bylaws to govern the Common Council in the transaction of its business. Adopted and Rasin Gasch & Manning appointed such Special Comtee. Ordered that the Council Stand now adjourned. Attest E S Osborne clerk Approved H G Struve mayor Be it remembered that on this the 2d day of October 1882 the Common Council of tha City of Seattle meet in its Council Chamber pursuant to the provisions of Ordinance No 309 Present: Councilmen John Collins, O F Cosper, Chas F Clancy, Chas McDonald & U M Rasin By reason of the absence of His Honor the Mayor H G Struve Councilman John Collins is elected as President of the Council for the meeting Thereupon the following proceedings are had: The Council proceeds to examine, equalize & to hear all Complaints touching the Amended Supplemental Assessment Roll nder Ordinance No 288 pending which the matter is laid over until Thursday October 5, 1882 at 7&1/2 o'clock
