201 COMMON COUNCIL OF THE CITY OF SEATTLE Jan 22/83 Be it remembered that on this the 22nd day of January, 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment The following Officers are present towit: His Honor the Mayor H.G. Struve and Councilmen John Collins, O.F. Casper, Char F. Clancy, Fred Gasch and Charles McDonald Thereupon the following proceedings are had.

Communications Rec'd From the Clerk showing the Indebtedness Dec 31 1882. Refered to the Finance Committee.

Petitions Received From W. W. Goodrich for damages caused by injury received in Street. Laid on the table From Henrietta M. Haller et al for the establishof the grade on Pine, 7th, Mill and Broadway Streets. Referred to Streets and Street Improvements

Reports of Committees Rec'd The Judiciary and Legislative on the petition of W. H. White et al for the repeal of Ordinance No. 345 recommending that said Ordinance be repealed. Adopted and City Attorney instructed to submit a repealing Ordinance.

From Health and Police asking further time in the matter of Policeman T.S. Small. Granted until next meeting in which to report From Finance approving the Semi-annual report of the Treasurer. Adopted.

From Finance approving the Clerks estimates of the cost of Improvements towit: Front Street grade, Front Street sidewalk, Union street sidewalk, Jackson street sidewalk, + Washington Street sidewalk + recommending that 6 weeks interest be deducted in the Estimate of Front Street grade.

Ordered that the Estimates be referred to the City Attorney with Instructions to report the liability of property owners to pay the Interest on Warrants for Street Improvements

From Streets and Street Improvements recommending the granting of the petition of Thos Burke et al for the grading

202 JOURNAL OF THE PROCEEDINGS OF THE Jan. 22/83 of the Alley in Block 10 of Boren + Dennys plat. Petition denied. Ordered that the Street Commissioner be the [?] is hereby instructed to make the alley in Block 10 passable for teams

From Street and Street Improvements recommending the granting of the petition of W. H. [-------] et al for an extension of time in the payment of taxes on a/c of Pine + 9th and Stewart, 10th + Virginia Streets. Adopted

From Streets and Street Improvements recommending the granting of the petition of John Leary et al for the grading of the alley in Block 7 of Borens plat. Laid over until next meeting

From Streets and Street Improvements recommending the rejection of the petition of Bailey Gatzert for the right to leave his fence in James Street as it now is. Petition Granted temporarily upon the express condition that the said Bailey Gatzert upon notice from the City is to immediately complete the Grading in James Street fronting lot of Block 3 of Borens plat + to remove said fence + all other obstructions all to be done at his own cost + expense.

From Streets and Street Improvements recommeding the granting of the petition of Chas Coppin et al for the grading + other Improvement of Columbia Street from 3rd to Broadway. Adopted.

From Streets and Street Improvements recommending the granting of the petition of R. Abrams et al for a sidewalk on Battery Street from Water to Front. Adopted + Judiciary and Legislative Committee instructed to submit the proper ordiance.

From Streets and Street Improvements approving the Report of the Street Comissioner. Adopted.

From Licenses and Revenue recommending that the petition of Jacob Fischel to reduce Peddlers licence be laid on the table. Adopted

Claims Paid The following claims having been duly audited by the Council and ordered paid by Warrants drawn on the funds + in the amounts following towit:

City Fund Chronicle Printing no 270 $69.98 John Spencer Plumbing at New Engine House 274 5.75

Consideration of Ordinances The City Attorney submits an ordinance entitled "To provide for the purchase of certain Real Estate," after due consideration said Ordinance is adopted upon the following Vote, towit: In favor of adoption Collins, Casper, Gasch + McDonald. Against adoption Clancy

The City Attorney submits an ordinance entitled "To amend Section 4 of Ordinance No. 197." After due consideration said Ordinance is adopted upon the following Vote, towit: In favor of adoption Collins, Casper, Clancy, Gasch + McDonald Against adoption none.

The City Attorney submits an Ordinance entitled "To repeal Ordinance No. 345 entitled an Ordinance to prevent the obstruction of streets by drays, carts, wagons hacks, carriages and other vehicles." After due consideration said Ordinance is adopted upon the following Vote, towit: In favor of adoption Collins, Casper, Clancy, Gasch + McDonald. Against adoption none.

Miscellaneous Ordered that the Committee on Jail Building be + they are hereby instructed to report at next meeting particular ly the failures of E. W. Rea to complete the new Engine House according to contract.

Ordered that the petition of W. H. [-------] et al for for an extension of time be referred to the Finance Committee

Ordered that the Committee on Fire + Water Supply be instructed to confer with Tiger Engine Co No. 2 with reference to the acceptance by them of Fire Engine

Feb. 2/83 Be it remembered that on this 2nd day of Februrary 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to law The following Officers are present towit: Councilmen John Collins, O. F. Casper, Chas F. Clancy, Fred Gasch, Charles McDonald and G. L. Manning

By reason of the absence from the City of His Honor the Mayor H. G. Struve, Councilman John Collins is elected to the position of Acting Mayor to serve during such absences Thereupon, the following proceedings are had:

Petitions Rec'd From the Seattle Lumber and Commercial Co. et al for repairing the Incline [?]foot of Madision Street. Referred to the Committee on Fire and Water Supply

From Hoole and Simpson for damages on a/c of Front Street sidewalk. Laid on the table

From Angus MacKintosh et al for a gas lamp corner 3rd + Seneca Streets. Referred to Gas Comtee

Surveyor showing labor for January on 2d, 3d + intersecting Streets grade. Referred to Finance Comtee
