377 COMMON COUNCIL OF THE CITY OF SEATTLE Oct 12/83 Be it remembered that on this the 12th day of October, 1883 the Common Council of the City of Seattle meets in its Council Chamber pursuant to adjournment. The following Officers are present to wit: His Honor the Mayor H G Struve and Councilmen Thomas Clancy, B F Day, George W Harris, Charles McDonald, U M Rasin, Otto Ranke & F W Wusthoff. Thereupon the following proceedings are had: Petitions Rec'd From Seattle Street Railway Co for striking out section 13 of the Ordinance for a Street Railway franchise. Adopted at the meeting of October 5, 1883; thereuopn request of the Council, the Mayor returned the said Ordinance without the same having been approved by him. Ordered that the vote by which the Orinance entitled "an Ordinance authorizing the location and laying down of tracks for Street Railways in the City of Seattle and the equipment & and operation on page 373 of this journal, be & the same is hereby reconsidered. In favor of such reconsideration, Clancy, Day, Harris, McDonald, Ranke & Wusthoff. Against the same none. From Fire Warden & Seattle Fire Co No 1 asking for a Fire Alarm Bell for Columbia Street Engine House. Referred to Fire Committee. From Fire Warden & Seattle Fire Co No1 asking for 750 feet Maltese Cross hose. Referred to Fire Committee From R Scott et al for grading Fourth Street, Union to Pine Referred to Street Committee' From C G Ludlow]] et al for the suppression pf racing in the streets on Sunday etc. Referred to Committee on Health & Police From S G Simpson for an extension of time inwhich to complete the Improvement of Main Street. Referred to Street Committe From Oregon and Trans Columbia and Columbia and [?] Railroad Company for the establishment of a [?] until [?]

378 JOURNAL OF THE PROCEEDINGS OF THE Oct 12/83 with instructions to consult with Engineer of said 6 petitioners & report such proper elevations as may be agreed upon. Communications Rec'd From Robert H Street with reference to license of Book Agents Referred to the Committee on Licenses From Surveyor recommending certain changes in grade elevation on Madison Street. Referred to Street Committee Reports Rec'd From Treasurer on general funds for month ending September 30, 1883. Referred to Finance Committee Committees Reports Rec'd From Health & Police Comtee reporting that nuisence complaint of by Henry Westphal et al had been abated. From Street Committee Rejecting the petition of L B Andrews with reference to Madison Street assessment Roll. Report adopted From Street committee rejecting the petition of Martin Strong for 15 percent of reserve funds on Madison Street, Report adopted From Street Committee rejecting the petition of O Jensen for the right to obstruct Weller Street with a house. Report adopted & petition denied. Ordered that the Attorney be & he is hereby instructed to proceed forthwith to cause the removal of said obstructions. From Street Commitee recommending the granting of the petition of Charles S Roe for the erection of ploes & stretching wires for electric light & recommending that the Attorney be insturcted to submit a general Ordinance regulating the subject. Adopted. Claims Paid Fire Fund Donald Mackay Architect Coulmbia Street Engine House $69. F W Wusthoff Valves etc. for Engine No1 66.12 Applications for Licenses Ordered that licenses be issued as follows, to wit: Frank Lessman for Retail Liquors for 3 months from Oct 13/83 Miter & McCormick for Retail Liquors for 3 months from Oct 15/83 Consideration of Ordinances And now the Council proceeds to consider and Ordinance entitled 'Ordinance to ament section five (5) of Ordinance No[?]

379 COMMON COUNCIL OF THE CITY OF SEATTLE Oct 12/83 Ordinance fixing the pay, fees and compensation fo the City Officers of the City of Seattle". thereupon after due consideration the same is adopted upon the following vote, to wit: In favor of adoption Clancy, Day, McDonald, & Ranke. Against adoption Harris, Rasin & Wusthoff. And now the Council proceeds to reconsider an Ordinance entitled "an Ordinance authorizing the location and laying down of tracks for the Street Railways in the City of Seattle and the equipment and operation of such Railways", thereupon after making certain amendments to said ordinance the same is adopted upon the following vote, to wit: In favor of adoption Clancy, Day,Harris, McDonald,Rasin, Ranke & Wusthoff. Against adoption none. Additional Committee Reports From fire Committee recommending the purchase of 750 feet of Maltese Cross Hose. Adopted From Fire Committee recommending the purchase of a Fire Alarm Bell For Columbia Street Engine House. Adopted From Finance Committee approving treasurers report for September. Adoped Miscellaneous Ordered that the Attorney be & he is hereby instructed to submit an Ordinance establishing Fire Limits. Ordered that the Mayor be & he is hereby requested to appoint a Committee of three to report proper fire limits Thereupon the Mayor appoints McDonald, Clancy & Day as such committee Ordered that the Council stand now adjourned until Monday October 15, 1883 at 7&1/2 o'clock pm.
