Thereupon the Following proceedings are had: Ordered that the call of the regular Order of business be suspended with and the Council proceed to the consideratin of C B No 51 to amend the Charter of the City, thereupon the Council proceeds with the consideration of said bill; thereupon after amending the said bill save section 37 which said section the Council upon a tie vote fail to agree upon the apportionment of the Council's men for the First & Second Wards. It is ordered that the Mayor be & is hereby instructed to deliver said bill as amended to the members of the Legislature form this County.
