398 JOURNAL OF THE PROCEEDINGS OF THE Nov 9/83 No 313 Laid on the table. Ordered that the Council Stand now adjourned until Monday November 12,1883 at 7&1/2 o'clock pm Attest: E S Osborne clerk Approved H G Struve mayor Nov 12/83 Be it remembered that on thisthe 12th day of November 1883 the Common Councilof the City of Seattle meets in its Council Champber pursuant to adjournment. The following Officers are present to wit: His Honor the Mayor H G Struve and Councilmen Thomas Clancy, B F Day, Charles Mc Donald, U M Rasin, Otto Ranke & F W Wusthoff. Thereupon the Following proceedings are had: Ordered that the call of the regular Order of business be suspended with and the Council proceed to the consideratin of C B No 51 to amend the Charter of the City, thereupon the Council proceeds with the consideration of said bill; thereupon after amending the said bill save section 37 which said section the Council upon a tie vote fail to agree upon the apportionment of the Council's men for the First & Second Wards. It is ordered that the Mayor be & is hereby instructed to deliver said bill as amended to the members of the Legislature form this County. 399 COMMON COUNCIL OF THE CITY OF SEATTLE Nov 22/83 Attest: E S Osborne clerk Approved H G Struve Mayor Be it remembered that on this the 22d day of November 1883 the Coomon Council of the City of Seattle meets in its Council Chamber pursuant to the Call of His Honor the Mayor H G Struve The following Officers are present to wit: His Honor the Mayor H G Struve and Councilmen Thomas Clancy, B F Day, Charles McDonald, U M Rasin, Otto Ranke & F W Wusthoff. Thereupon the following proceedings are had Petitions Rec'd From Wm Boswell for permission to build steps from sidewalk to Building corner South 3rd & Mill Sts. Referred to Street Committee. From D Horton for removal of nuisance for Lot 7 Block 6 of Boren's plat. Referred to Committee on Helathand Police From E M Burnett et al for vacation alley in Blocks 25 and 28 of Boren's plat. Referred to Street Committee From Fire and Warden and Foreman No 1 for a 4 wheel hose carriage . Referred to Fire committee Communications Rec'd From Surveyor for changing grade elevation corners of Terrace & 4th and Mill and South 5th Streets. Referred to Street Committee Applications for Licenses Ordered that Licenses be issued as follows to wit: Blanchard and Smith Retail & 2 Billiard Tables for 3 mos from Nov 11/83 H Holtsberg Retail for 3 mos from Nov 13/83 A Helmer Retail for 3 mos from Nov 15/83 J H Wilson Bowling Alley for 3 mos from Nov 11/83 Baker & Newland Retail for 3 mos from Nov 21/83 A E Alder Billiard Table for 3 mos from Nov 15/83 The Application of F Landen is referred to License Comtee Claims Paid The following claims having been duly audited by the Council are ordered paid by Warrants drawn on the funds and in the amounts following to wit:
